Public water fountain in Loeburg Park

I simply have a question about the water fountain in Loeburg park on the day of the Home Steaders event; I tried to get a drink from the fountain only to find out that it was not working. I did not notice any digging or any other apparent maitenance issues with the fountain but it was in fact, not working. There was however water being sold only a few feet away. Was this a coincidence or was this done on purpose? Was the public water fountain turned off for a "public" event?

The water fountain was back on within a couple of days after the event was over.

Makes you kind of wonder doesn't it. Shutting down the public fountains in order to sell water! Where did that money go anyway and who paid for it in the first place. Since the fountain was in front of a booth that was selling water, I'm curious…and I'm allowed to be curious since I'm a tax paying citizen and business owner.
